§ 19-14. Engineering inspection fees for public improvements.

  • (a)

    Owner-developer to pay city engineering inspection fees and execute a permit application. After final approval of engineering plans and specifications by the city, but prior to the start of any work or delivery of any material to the construction site, the owner, developer or contractor shall apply for an engineering work permit and shall show proof of plans approved by the city's engineering services division. The city's engineering services division shall prepare a typed copy of the permit.

    (b)

    The required fee for such a permit for a single-family subdivision shall be eighty dollars ($80.00) per residential unit.

    (c)

    The required fee for such a permit for other than single-family residential units shall be two and one-half (2½) percent of the construction costs of public improvements when such costs are greater than one thousand dollars ($1,000.00) or a minimum of twenty-five dollars ($25.00) if construction costs are less than one thousand dollars ($1,000.00). Provided, however, the required fee for permits for public improvements in commercial and non-residential developments the construction costs of which are four million dollars ($4,000,000.00) or greater shall be capped at one hundred thousand dollars ($100,000.00) plus any out-of-pocket or city expenses as determined by the city manager in excess of the one hundred thousand dollars ($100,000.00). The owners, developers or contractors shall submit a copy of the signed contracts or an engineer's estimate of the public improvements construction cost. Such contract or estimated cost shall be verified and amended as required by the city's engineering services division.

    (d)

    Fee payment. The applicant shall pay all required fees to the city's utility payment services division. On presentation of the applicant's receipt of payment, the city's engineering services division director or his designated representative shall issue the appropriate engineering work permit.

    (e)

    All fees paid hereunder are nonrefundable.
