§ 18-10. Vehicular and pedestrian use of interior airport perimeter road, etc.
(a)
Definitions. As used in this section, the following terms shall have the meanings herein ascribed.
Bona fide necessity means removal of damaged or disabled aircraft, maintenance assistance when aircraft cannot be moved, glider retrieval, voluntary emergency assistance.
Class I motor vehicle operators means emergency and law enforcement vehicle operators, airport management, city maintenance personnel under airport management supervision, fixed base operators and employees when under fixed base operator supervision and when a bona fide necessity exists.
Class II motor vehicle operators means all Class I motor vehicle operators and fixed base operator employees when a bona fide need exists for maintenance coordination.
Class III motor vehicle operators means all Class I and Class II motor vehicle operators and aircraft pilots.
Interior perimeter road means that roadway marked as "Interior Airport Perimeter Road" on the map attached hereto and incorporated herein by reference.
Taxiways and runways means those roadways marked as "Taxiways and Runways" on the map thereof on file in the office of the city clerk and incorporated herein by reference.
Tie down ramps and hangar areas means those areas marked as "Tie Down Ramps or Hangar Areas" on the map thereof on file in the office of the city clerk and incorporated herein by reference.
(b)
Authorized user. The following motor vehicle operators in possession of a pass issued by the city are authorized on the following areas of the municipal airport:
(1)
Interior perimeter road. Class II operators only.
(2)
Taxiways and runways. Class I operators only when a bona fide necessity exists and when the dispatched vehicle prominently displays the appropriate flashing light; fixed base operators will utilize a yellow flashing beacon. Prior to entering taxiways or runways, operators shall advise the UNICOM operator. When the UNICOM operator is off duty, appropriate announcements will be made over the UNICOM frequency.
(3)
Tie down ramps and hangar areas. Class I, II and III operators only.
(c)
Unauthorized user. Any motor vehicle operator not authorized under paragraph (b) above.
(d)
Permits. The city shall upon application issue an appropriate operator class identification pass to authorized users of the municipal airport.
(e)
Prohibition. It shall be unlawful for unauthorized users or other persons to operate a motor vehicle, bicycle, moped or pedestrian traffic on the interior perimeter road, taxiways and runways, and tie down ramps and hangar areas of the municipal airport with the exception that it shall be lawful for pedestrian use of tie down ramps and hangar areas.
