§ 19-138. Billing charges, monthly water including but not limited to reuse water, if applicable, wastewater, and wastewater circumstantial service rates for single-family, multifamily, and other residential; commercial; and enterprise customers.

  • (a)

    Billing charge. A billing charge shall be charged for each customer bill for water including but not limited to reuse water, if applicable, and wastewater service as more particularly identified in schedule 1-R attached hereto which is hereby incorporated in this section as if fully set forth herein.

    (b)

    Monthly base charges. The monthly base charges for water and wastewater customers shall be based on the connection's customer classification, EMC per meter size on an equitable basis and as more particularly set forth on schedule 1-R attached hereto which consists of inside city and outside city rates which is hereby incorporated in this section as if fully set forth herein. Schedule 1-R shall also be on file with the city clerk's office. The monthly base charges for reuse water customers shall be based on the connection's customer classification, equivalent irrigation connection (EIC), on an equitable basis and as more particularly set forth on schedule 1-R attached hereto which consists of inside city and outside city rates which is hereby incorporated in this section as if fully set forth herein.

    (c)

    Usage charge. The usage charge for:

    (1)

    Water shall be based on uniform conservation inclining water usage blocks per EMC per customer class and the water usage rates per 1,000 gallons per usage block as more particularly identified in schedule 1-R attached hereto which is hereby incorporated in this section as if fully set forth herein;

    (2)

    Wastewater, other than a wastewater circumstantial customer as classified by the city and more particularly set forth in this section, shall be based on metered water usage and wastewater usage rate per 1,000 gallons where available as more particularly identified in schedule 1-R attached hereto which is hereby incorporated in this section as if fully set forth herein;

    (3)

    For single family residential, the monthly wastewater usage charge shall be limited to 14,000 gallons of usage per month as more particularly identified in schedule 1-R attached hereto which is hereby incorporated in this section as if fully set forth herein; and

    (4)

    Reuse water shall be based on the metered reuse water and usage rate per 1,000 gallons as more particularly identified in schedule 1-R attached hereto which is hereby incorporated in this section as if fully set forth herein.

    (5)

    For wastewater circumstantial customers, the monthly charges shall be as set forth on schedule 1-R attached hereto which is hereby incorporated in this section as if fully set forth herein and which shall be on file in the city clerk's office which will also be memorialized in written agreements entered into between the customer and the city as recommended by the utility director and approved by the city manager and the city manager is hereby authorized to enter into and execute such agreements.

    The usage rates for water including but not limited to reuse water, if applicable, and wastewater, are on an equitable basis as more particularly set forth on schedule 1-R attached hereto which consists of inside city and outside city rates which is hereby incorporated in this section as if fully set forth herein. Schedule 1-R shall also be on file with the city clerk's office.

    (d)

    Definitions.

    (1)

    Single family residential. A single-family residential water, and/or wastewater connection is defined as a one-family living unit including individually metered multifamily residential dwelling units. Single family connections requesting potable water connection through a water meter sized greater than two (2) inches must first be approved by the city manager.

    (2)

    Multifamily residential. A multifamily residential water, and/or wastewater connection is defined as having two (2) or more family living units. The above charges are to apply to each multifamily master water meter in cases where there are more than one (1) meter.

    (3)

    Wastewater circumstantial customer. A customer classification applicable when the utility director determines that conventional measurement of wastewater service based on potable water meter flow reading is not available and customer's wastewater flows can be reasonably measured by use of a lift station flow meter or other such device, as approved by the utility director, located at a lift station used solely by the customer. These customers will be required to enter into a written agreement with the city as recommended by the utility director and approved by the city manager that memorializes the terms and conditions of such wastewater circumstantial utility services upon connection to the wastewater system. A new wastewater circumstantial customer will be required to purchase and install the metering device at his own expense. After installation and acceptance by the city, the city shall take ownership and all future responsibility of the device.

    (4)

    Commercial. Commercial water and/or wastewater connection is defined as all other connections not included in single-family residential, multifamily residential, wastewater circumstantial customer, enterprise, municipal, and industrial.

    (5)

    Enterprise. An enterprise water connection is defined as a connection that in the opinion of the city manager or his designee is considered to be involved with:

    a.

    Community driven health, safety, welfare or community economic activities; or

    b.

    A process driven water users such that the connection is either self encouraged to conserve water or reduction is not feasible.

    (6)

    Municipal. A municipal water including but not limited to reuse water, if applicable, and/or wastewater connection is defined as a connection established for the benefit of the city.

    (7)

    Industrial wastewater. An industrial wastewater connection is defined as a connection that in the opinion of the city manager or his designee is considered to have the potential of sewage discharges that may exceed the maximum sewage discharge characteristics set forth in section 19-69.

    (8)

    Reuse water connection classifications.

    a.

    General service. A general service connection is defined as a reuse water connection that is applicable to all properties throughout the service area where reuse is available and that is not i) a Large User as defined herein; or ii) a user that has an individually negotiated agreement for reuse service as recommended by the utility director and approved by the city commission.

    b.

    Large users. Large users are customers with connections with a potential Average Daily Demand (ADD) of 75,000 gallons per day of reuse water and greater.

    c.

    Large users with pressure. Large user with pressure connections are defined as customers with a potential average daily demand (ADD) of 75,000 gallons of reuse water and greater where the utility provides reuse water pressure to facilitate irrigation or other use by customer and that enter into a reuse water large user agreement with the city that provides for specific reuse services, charges, rates, and other items, as recommended for approval by the utility director and approved by the city commission.

    d.

    Large users non-pressure. Large user non-pressure connections are defined as customers with a potential average daily demand (ADD) of 75,000 gallons per day of reuse water and greater where the utility does not provide reuse water pressure to facilitate irrigation or other use by the customer and that enter into a reuse water large user agreement with the city that provides for specific reuse services, charges, rates, and other items, as recommended for approval by the utility director and approved by the city commission.

    e.

    Large users disposal/interruptible. Large user disposal/interruptible connections are defined as customers with a potential average daily demand (ADD) of 75,000 gallons per day of reuse water and greater where the city does not provide reuse water pressure and service can be interrupted anytime by the city and such connections are approved by the utility director and that enter into an agreement with the city that provides for specific reuse services, charges, rates, and other items, as recommended for approval by the utility director and approved by the city commission.

    f.

    Equivalent irrigation connection (EIC). An EIC is defined as the greater of:

    1.

    One (1) single-family lot fifteen thousand (15,000) square feet or less;

    2.

    Five hundred (500) gallons per day of required reuse service;

    3.

    Five thousand six hundred (5,600) square feet of area to be irrigated.

    (8)

    Equivalent meter connection (EMC). An EMC for monthly rates and charges is defined as the demand associated with a typical single-family residential dwelling unit with a standard ⅝-inch by ¾-inch water meter connection. All single-family residential connections shall be one (1) EMC. EMCs for water and/or wastewater service other than single family residential shall be:
