§ 9-352. Legislative findings and authority.

The recitals set forth in enabling Ordinance 0-10-47 are incorporated herein and form a factual basis for the passage of this law. The city commission finds and declares there exists an emergency need to enact an ordinance requiring the regulation of certain pain management clinics operating in the city and to prevent the opening of any new clinics, except as prescribed herein. This article is enacted pursuant to F.S. ch. 166, Article VIII, § 2 of the Florida Constitution and under the home rule powers of the city and is in the best interest of the health, peace, safety and general welfare of the people of Winter Haven.
