§ 2-230. Order of business of the city commission; agenda; presentations by members.

  • (a)

    Regular order of business. The general order of business at regular meetings of the city commission shall be substantially as follows:

    • Call to order and roll call

    • Invocation and Pledge of Allegiance to the Flag

    • Approval of minutes

    • Comments from the audience

    • Consent agenda

    • Commission action on items before it or added to the agenda

    • Administrative actions

    • Comments by mayor and commissioners

    • Comments by city attorney, city manager, and city clerk

    • Developments of note

    • Adjournment

    The city commission may, by majority vote, change the order of business.

    (b)

    Agenda. The order of business of each meeting shall be contained in the agenda prepared under the direction of the city manager. The agenda shall be a listing by topic of subject to be considered by the city commission, and shall be delivered to members of the city commission prior to the meeting.

    (c)

    Presentations by members of the city commission. The agenda shall provide a time for each commissioner to bring before the commission any business that he or she feels should be deliberated upon by the commission. These matters need not be specifically listed on the agenda.

    (d)

    Reading of minutes abolished. No reading of meeting minutes shall be required prior to taking a vote on the question of approval.

    (e)

    Consent agenda. The city commission may adopt a series of measures in one (1) vote as listed on its agenda, as amended, as a "Consent Agenda."

    (f)

    Agenda rule. Except for official action by the city commission relating to personnel actions involving the city attorney, city clerk, and city manager, and in emergency situations affecting the public health, welfare or safety, no official action may be taken by the city commission on any action item unless it first appears on the city commission's agenda.
