Conditional uses are those uses that are unique because of the characteristics of
the use, its magnitude, location and/or impacts on government services, surrounding
land uses and the environment, and the goals, objectives and policies of the comprehensive
plan. As a result, a conditional use is subjected to the highest standard of review,
and combines the analysis and considerations required for amending the comprehensive
plan, and rezoning, and other standards detailed in this article. It is the purpose
of this section to identify the uses that shall be considered conditional, and to
describe the standards and the review process for a conditional use.
