The new account charge as defined in section 19-2 shall be as set forth in the schedule on file in the city clerk's office. For solid-waste-only
customers, a lesser amount shall be charged, and a lesser amount shall be charged
when it can be determined that the customer has an existing city utility service and
is transferring the service to the new account. At the option of certain customers,
this charge may be paid through a time payment plan of up to four (4) equal installments
added to the utility bill of the customer. A time payment plan is available only to
single-family residential units wherein the customer personally resides.
