§ 19-217. Intent.

It is the intent of this article to establish stormwater management as a city utility enterprise in accordance with F.S. § 403.0893, and to establish utility fees for stormwater management to be levied against all nonexempt property within the city, in proportion to the benefits received from and the burdens incurred by the city's provision of stormwater management services and facilities, and to segregate such fees to provide for the planning, design, construction, administration, operation, maintenance, regulation, surveying, and inspection of the stormwater management system of the city.
