§ 15-254. Free use by residents and real property owners.

The library shall be free for the use of the residents of the City and those persons who own real property located within the City which is subject to ad valorem taxation, subject to such reasonable regulation, to render the library of the greatest use to the residents and property owners of the City, and the librarian may exclude from the use of the library any person who shall willfully violate or refuse to comply with the rules and regulations established for the government of the library.
