§ 15-251. Library board—Appointed; members; meetings.

  • (a)

    There is hereby established a library board to consist of five (5) members, to be chosen by the City Commission from citizens of the City. The mayor nor any commissioners, nor any City employee, shall be a member of the library board.

    (b)

    The library board members first selected shall hold their office for staggered terms of three (3) years. Vacancies shall be filled for the unexpired term of any members, in case of a vacancy by resignation, removal or otherwise, by the commission. No member shall receive any pay or compensation for any services rendered as a member of the library board.

    (c)

    The library board shall elect one (1) of its members as chairman, appoint a secretary, and adopt rules, subject to the approval of the City Commission, for the conduct of its affairs. Three (3) members of the library board shall constitute a quorum and a majority of the quorum shall be required to take any action.

    (d)

    The library board shall hold a regular meeting bi-monthly. Special meetings may be held upon the call of the chairman or written request of a member. The board shall keep minutes of its proceedings and all meetings of the board shall be open to the public. If no business is necessary, the chairman may choose to cancel the meeting.
