§ 12-58. Intent.

  • (a)

    The intent of this article is to preserve and protect the beauty of the city. The primary sources of litter within the city and its environs are, and the result of:

    (1)

    Improper household storage and putouts.

    (2)

    Poor maintenance of commercial and industrial storage areas and loading docks and the improper handling of refuse.

    (3)

    Failure to provide adequate storage and/or pickup refuse and building materials of construction and demolition sites.

    (4)

    Uncovered trucks or any vehicle carrying litter unrestricted.

    (5)

    Motorists permitting the release of litter from a vehicle.

    (6)

    Pedestrians littering.

    (b)

    To ensure a positive visual appearance of the city, it is necessary to control the storage and disposal of all types of garbage, trash, litter, junk and abandoned property and to enforce the clearance of unkept lots. More importantly, such restrictions are instrumental in protecting the public health and welfare, as well as preserving property values.

    (c)

    This chapter shall be consistent with F.S. §§ 403.413 and 933.20 through 933.30.
