§ 10-101. Definitions.

  • The following words, terms, and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Expense(s) means the actual costs of government, including worker's compensation benefits, fringe benefits, administrative overhead, costs of equipment, costs of operations, cost of materials and supplies, costs of abatement, costs of containment, costs of disposal, costs of removal, costs of cleanup, costs of restoration, and all costs of private contracts of the city, including costs of testing samples, expert fees, consultation fees, attorneys' fees and court costs.

    Person(s) means any corporation, partnership, company, or other individual or entity.

    Water body means any pond, lake, stream, tributary, canal, wetland, or any other body of water.

    Watershed area means land (surface or subsurface ground), which drains or percolates into a water body by way of storm sewer, ditch, drain, canal, street, gutter, stream, wetland, tributary, overland flow or subsurface flow.

    Work means any function, activity, event or operation.
